Regard (關於)
及物動詞，所以不加 to 囉！
Please regard my advice. 請考慮我的建議。
直覺吧！不要再加 to 了。

Advice 不可數名詞，當作忠告。如當可數名詞就變成了消息、報告。
Advices from abroad indicate that war is about to begin.

Regarding(關於)
介係詞，也不加 to！
He knows nothing regarding the case.

Regarding your question, forget it.

但是開會的時候常會聽到：Regarding to your request.(X)

With regard to/in regard to(關於) (同意 with/in respect to)
片語。這個就要加 to了。還有啊，regard 不加 s。
With regard to your request, forget it.

With regards就變成了致意了。
Please send/give my best regards.
With my best regards (to your family).

As regards(關於)
片語。天啊…這裡要加s。
As regards the second point in your letter, forget it.

所以以後要用關於的時候，就用 Concerning 或是 about 不就 OK 啦^^

不會吧… Concerning 要不要加 to 呢？！嗯~用 about 就好了。應該沒有人會問 about 要不要加 to 了吧！？-_-a
